The scientific community is sounding the alarm

The third meeting of Siberian zoologists in Tomsk, dedicated to the problems of animal population dynamics, brought together 135 people representing 41 scientific institutions in 29 cities of Siberia and the Far East, as well as the Urals and Kazakhstan. Attention was also drawn to the fact that many young researchers participated in the meeting.


The report by A. I. Cherepanov (Chairman of the organizing committee), I. P. Laptev and V. S. Yudin reflected the achievements of zoological science in Siberia since the second meeting (1962). Zoologists from Siberia, Yakutia and the Far East have made many new contributions to the study of Siberian fauna during this time. A number of monographs of various animal groups have been published, and detailed research continues on faunistics, medical zoology, ecology, and many other applied disciplines.


The main topic of the meeting, the problem of population dynamics, was reflected in the reports of A. A. Maksimov (Novosibirsk), G. R. Aksenov (Tomsk), G. A. Sokolov (Krasnoyarsk), 3. S. Shabalina and F. I. Shevchenko (Barnaul) and in a number of other reports.


The meeting paid special attention to the problem of changing the wildlife of Siberia under the influence of human economic activity. The seriousness of this problem was discussed in the report of I. P. Laptev (Tomsk), the reports of N. N. Danilov (Sverdlovsk), N. F. Samusev (Ust-Kamenogorsk), V. A. Dymin (Vladivostok) and in many speeches.


Currently, the nature of Siberia is experiencing a very intense and increasing influence of a wide variety of forms of economic activity. Nowadays, there are almost no territories in Siberia that are not affected by human activity. Against this background, significant and sometimes irreversible changes in fauna occur.


One of the most significant reasons for the decline in the number of animals in Siberia is poaching. This was discussed in their reports by Professor V. N. Skaloy (Alma Ata), M. N. Mirnov (Ulan-Ude), L. N. Michurin (Norilsk), T. N. Gagina (Yakutsk) and many others. Numerous cases of systematic and unpunished poaching in various regions of Siberia and the Far East have been identified. The speakers emphasized that the existing system of hunting supervision and forms of responsibility for poaching do not fully protect our fauna.


In its resolution, the meeting recommends that a draft on fundamental measures aimed at protecting game fauna and strengthening the fight against poaching be developed and submitted to the Government. The Meeting believes that poaching should be considered as a criminal offense, providing for severe liability for it. It is necessary to change and strengthen the hunting surveillance system, making it sufficiently effective.


Much attention was also paid to such an important form of nature protection as nature reserves. The resolution noted the need to restore the Altai and Kondosvnsky nature reserves, expand the territory of the Stolby and Sikhote-Alinsky nature reserves, create new reserves on Lake Khanka, on the Taimyr Peninsula and in some other areas.


The issues of promoting nature conservation and educating young people in this spirit, as well as the teaching of zoology, occupied an important place in the program of the meeting.


The meeting listened with great interest to the report of Professor V. G. Likharev of the Zoological Institute of the Academy of Sciences on the International Biological Program, discussed the thematic plans of Siberian scientific institutions on zoology, approved the composition of the regional Siberian Scientific Council on the problem of "Fauna of Siberia", adopted an appeal to Siberian teachers on the protection of fauna.


The final session of the conference was dedicated to the memory of one of the oldest zoologists in Siberia, Professor G. E. Johannsen of Tomsk University.
